County Misleading Taxpayers on Kitty Hawk Park

The Dare County Commissioners, along with the Director of Parks are "intentionally misleading the public" about this year's costs of further developing the new Kitty Hawk Park.

Item #12 of Monday's Commissioner's Agenda is shown below.  It states that "the PARF grant will be used to start improvements on the new park and will not require any matching funds from the county." THIS IS ABSOLUTELY INCORRECT.  Dare County received the 2007, $500,000 PARTF grant for the specific purpose of PURCHASING THE PROPERTY.
At that time Dare was required to provide $539.880 in matching funds, which they did, via  COPs Funding (borrowed money). The PARTF money has been SPENT.



EOD brought this incorrect presentation of facts to the county finance office's attention following recent incorrect statements in the newspaper to the same effect.  The finance office acknowledged the mistake, yet here it is on the agenda. Why?

Excepts from county email:  "..The PARTF grant was a reimbursement for the purchase of the land, so what’s left to be spent is technically S2007 COPs funds. The unspent balance at the 3 year COPs anniversary this spring will have to be yield restricted.."

It appears the commissioners wants you to think the park's improvements, planned this year,  is being built with grant money that no longer exists.  Shame, commissioners, shame. You know and EOD knows that COPs money is borrowed money, paid back by the taxpayers.  It is not free money !!!!

Once the commissioners read this blogpost, as we know they will, expect to hear some fancy "double-talk" on this issue during Monday's meeting.  We guarrantee it.

Aww hell. What's the big deal? If my kids were going hungry and needed new shoes, I'd lie to them if I wanted to buy their cousin a Porsche.

How come Dare County is paying for a park in Kitty Hawk, shouldn't Kitty Hawk pay for their own parks?
