It is interesting to note that at the October 18, 2010 county commissioners' meeting that the entire board adopted a "code of ethics", required by state law that called for, (1) integrity in conducting the duties of their office, (2) the avoidance of improprieties in the performance of their duties, and more.
County Manager Bobby Outten said the 4-5 page state mandate had been condensed down into a smaller version. "You've been doing this all along," he said.
"Go figure," says EOD.

One good thing about all of this is I bet travel expenses in the future will be accurate and documentation submitted in a timely manner. No more personal tours on taxpayers bucks should be allowed. Personal is NOT business.

The Commissioners have no Ethics.
Another crock. Why doesn't someone show some ethics and turn Johnson in to the authorities? Isn't filing a "padded" travel claim a criminal act? Perhaps no one in the county is in a position to do that or else they may find themselves being charged with similar acts.
These people haven't got a clue about ethics.

We need the "Eye" on the next crappy thing that needs brought to light.
This one is fully out there now; maybe we should quiet down now lest we sound like the crack-pots "they" want to paint us as being.
What are they going to do about it now that it is known that documents submitted were not correct?
I asked, Chairman Judge, personally, yesterday if he would support having his board vote to have an independent audit of all commissioner's travel records. He would only answer, "they are public records." My letter-to-the editor appears in today's Outer Banks Sentinel calling for at least a three year audit. In addition, the Sentinel has a good story on this matter.
The manner in which this matter was handled by "some" members county staff begs for an outside investigation. Public outcry is the best way to get that done.
The Sentinel paints an interesting slant on the situation...Johnson sort of blaming the whole thing on his wife. Ha!
Not only did Johnson blame the trips (vacations) on his wife (per the Sentinel), when EOD called him, before slamming the phone down Johnson said he thought his wife has filed his delinquent July travel report. (Johnson was required to sign the report).
Let's hope that before it's all over that Johnson doesn't blame some poor office clerk for his mess. Want to bet he won't???
There is a 4 day seminar on County Government Ethics being held in Reno, NV in June 2011. There will be side trips to Honesty and also Integrity.
Dare county will pay all expenses just send them some printouts from the internet and you will get money. Make sure your spouse handles all the arrangements just in case there may be the need for a scapegoat.
What about the requirement for annual "Ethics Training" under § 160A-84? That doesn't seem to be covered in their resolution.
